The General Office of the Shanxi Provincial Government recently issued the "Implementation Plan for Comprehensively Promoting the Intelligence of Coal Mines and the Construction of an Internet Platform for the Coal Industry", proposing the formation of a coal industry Internet platform company in Shanxi Province, and basically realize the intelligence of various coal mines in 2027.
The plan requires that we accelerate the intelligent construction of coal mines, build an Internet platform for the coal industry, build an intelligent information industry cluster for coal mines, develop and apply an Internet of Things system for the coal industry, build an intelligent ecological system for the coal industry, promote the development of artificial intelligence applications, improve the level of intelligent development of the industry, realize the high-quality development of the coal industry, and strive to build a vanguard in the digital transformation of the national energy field.
According to the plan, in 2023, all intelligent transformation of 1.8 million tons/year and above production coal mines in Shanxi Province will start, and 80 intelligent mines will be built; in 2024, all intelligent transformation of 1.2 million tons/year and above and severe disaster production coal mines will start, and 150 intelligent mines will be built; in 2025, all intelligent transformation of other types of production coal mines will start, and large-scale and severe disaster coal mines and other coal mines with conditions will basically become intelligent.In 2027, all kinds of coal mines in Shanxi will be basically intelligent.
The plan proposes six main tasks.The first is to unify the overall design of the intelligent construction of coal mines.Based on the idea of building an industrial Internet platform, it adopts a set of standard systems, builds a comprehensive perception network, builds a high-speed data transmission channel, and forms a big data application center to achieve on-demand services for different business units, and promotes the overall intelligent construction of coal mines.The second is to standardize data standards and communication interfaces.The third is to build intelligent systems for Jinggong coal mines according to local conditions.Fourth, the high-standard construction of intelligent systems for open-pit coal mines.Fifth, improve the intelligent coal mine construction and evaluation system.Sixth, strengthen the evaluation and management of the intelligent construction of coal mines.
In terms of promoting measures, the plan is clear to build an Internet platform for the coal industry.Set up Shanxi Coal Industry Internet Platform Company, make full use of various resources in the province, and build a full-stack integrated industrial Internet basic platform with artificial intelligence big model as the core.The provincial coal industry Internet platform company clarifies the standards for platform access and technology integration, gives full play to the effect of platform resource agglomeration, and provides one-stop services such as program design, equipment selection, application software, computing power support, model training, and data analysis for the intelligence of coal mines to reduce the cost of intelligent coal mine construction.Relying on the platform to promote an independent and controllable Internet of Things operating system, standardize interfaces, break down barriers, realize smooth data integration, promote the overall adaptation of coal mine equipment and operating systems, improve the level of collaboration between systems, and build an Internet brand for the coal industry.The work is led by the Shanxi Provincial State-owned Operation Company, and the Shanxi Provincial Department of Industry and Information Technology, the Shanxi Provincial State-owned Assets Supervision and Administration Commission, the Shanxi Provincial Energy Administration, Jinneng Holdings, Shanxi Coking Coal, Lu'an Chemical, Huayang New Materials, Shanxi Yunshi Technology Co., Ltd. and various municipal governments cooperate to carry out the work.
Increasing financial policy support is another promotion initiative proposed in the plan.The plan shows that the fiscal and tax support policies will be fully implemented, and the investment in intelligent construction and intelligent equipment will be exempted from tax refunds and tax cuts in accordance with regulations, and the implementation of intelligence-related inputs will be promoted to be included in the scope of enterprise security expense extraction and use.Provide market-oriented financial leasing support, form a provincial-controlled financial leasing company, simultaneously integrate relevant financial leasing companies of provincial enterprises in a market-oriented manner, and provide intelligent equipment financial leasing services to coal companies to reduce the pressure on centralized investment in the intelligent construction of coal mines.Actively seek the support of special national funds, and strive for the investment of special funds in the central budget for the safety transformation of coal mines to tilt Shanxi's policies and accelerate the intelligent transformation of coal mines.
